Police have said that the second 15-year-old charged with murder over the alleged stabbing of an older boy in Sydney's north-west allegedly "played an active role" in the incident.

Emergency services called to Bruce Purser Reserve in Rouse Hills on Monday afternoon found a 17-year-old boy with a stab wound to his leg.

A crime scene has been declared as police search for the alleged attackers.

A 15-year-old, who cannot be identified for legal reasons, was charged with murder on Monday night after presenting to a police station with his parents.

He was remanded in custody after appearing in a children's court yesterday.

About 9.45pm yesterday, police forced entry and searched a home in Rouse Hill and arrested a second 15-year-old boy, who was also charged with murder.

"Both of these 15-year-old boys have been bail refused and will remain in custody into the new year," Superintendent Naomi Moore said.

Moore said that "good police work" led authorities to make the arrest.

"Over the course of the last few days, we've managed to investigate and gather further evidence that now supports the second person who has been arrested played an active role."

"We now have three families that will not have their children at home for Christmas," she said.

Speaking to media on Monday night, Superintendent Naomi Moore said there didn't appear to be any links to nearby Rouse Hill High School.

Superintendent Naomi Moore called it a "senseless tragedy".

She called the event a "senseless" tragedy.

"It's a tragic situation. I have 17-year-olds at home, this has impacted the core of the community," she said.

"It is, I have no other words but it's just tragedy and it's senseless."

The second 15-year-old faced a Sydney children's court today.

The first boy who was charged is scheduled to return to court on January 23.
